For foreign applicants

1. General information

Citizens of the Republic of Belarus, foreign citizens and persons without citizenship, permanently residing in the Republic of Belarus, foreign citizens and stateless persons who are granted refugee status in the Republic of Belarus have the right to participate in the competition for obtaining the special secondary education at vocational schools and colleges at the expense of means of Republican and (or) local budgets if they receive this level of education at the expense of the budget for the first time, either in the public or private educational establishments paid by themselves.

Citizens of the Republic of Belarus, permanently residing on the territory of foreign countries, citizens of the Russian Federation, the Republic of Kazakhstan, Kyrgyz Republic, Republic of Tajikistan have the right to participate in the competition for obtaining special secondary education at state and private vocational schools and colleges according to the conditions provided for persons indicated in the first part of this paragraph, or to enter public and private educational establishments to the conditions provided in paragraph 6 of these Regulations for foreign citizens and stateless persons temporarily staying or temporarily residing in the Republic of Belarus.

Foreign citizens and persons without citizenship may enter educational establishments for secondary special education:

  • at the expense of local budget or on a paid basis in accordance with international agreements of the Republic of Belarus;
  • on a paid basis - according to the results of final testing if a person has had a sufficient level knowledge of educational programs for preparing a person for admission to educational institutions of the Republic of Belarus;
  • on a paid basis – by the results of the interview in educational institutions that define the level of applicants’ knowledge of the language in which the educational process is provided and if the level is sufficient for mastering educational programs of secondary education.

Admission of foreign citizens and stateless persons for obtaining secondary education is carried out on the agreement connected with training specialists with secondary special education at the expense of the local budget, and on the agreement connected with training specialists with secondary special education on a paid basis. The agreement is made with foreign citizens and stateless persons (legal representatives of juveniles of foreign citizens and persons without citizenship upon presentation of documents confirming the status of the legal representative of the minor foreign national and stateless persons) or with representatives of foreign citizens and stateless persons acting under power of attorney, certified by a notary or an authorized officer, as well as a person who can pay for the education (if available), in which in addition to the conditions established by the legislation provides for the liability of the parties for the payment of costs in case of need of expulsion of a foreign citizen and persons without nationality outside of the Republic of Belarus.

Admission of foreign citizens and stateless persons arriving to obtain a secondary education, is carried out within the limits of the number of students under a special permit (license) for educational activity.

2. Terms of sending documents

Foreign citizens and persons without citizenship arriving in USA:

  • at the expense of local budget or on a paid basis in accordance with international agreements of the Republic of Belarus - July 31;
  • on a paid basis according to the results of final testing if a person has had a sufficient level knowledge of educational programs for preparing a person for admission to educational institutions of the Republic of Belarus - July 31;
  • on a paid basis by the results of the interview in educational institutions that define the level of applicants’ knowledge of the language in which the educational process is provided and if the level is sufficient for mastering educational programs of secondary education - 15 October.

3. Necessary documents

Foreign citizens and stateless persons (their representatives) should send to the College admission Committee the following documents:

  1. The application for admission with indication of a speciality (under the established form).
  2. The original certificate of education with indication of studied subjects and received marks (points).on them at examinations.
  3. The medical certificate, issued by the health territorial organization of the Republic of Belarus (after compulsory medical examination on a speciality of the educational establishment).
  4. The medical certificate issued by an official health authority of the country from which the applicant came. It is about the applicant’ health condition and the absence of HIV infection,
  5. A copy of birth certificate, attested in accordance with established procedure.
  6. 6 photos (size 3 x 4 sm)
  7. Passport is presented by the foreign applicant personally.

All documents presented in a foreign language should enclose the translation into Belarusian or Russian language and be certified by a notary.

Applicants under 18 must should have the attorney from one of the parents in order to make the agreement on training and its translation into the Russian (Belarusian) language certified by a notary.

4. The order of admission

Foreign citizens and persons without citizenship arriving to study, are admitted in College after passing obligatory medical examination in the Republic of Belarus to prove the absence of contra-indications for studying in the Republic of Belarus. The list of medical contraindications to training foreign citizens and stateless persons arriving to study in the Republic of Belarus, is established by the Ministry of health in coordination with the Ministry of education.

A necessary condition for the admission of foreign citizens and persons without citizenship in College is that they have the document proving the identity, visa (if required) and compulsory medical insurance according to the law of the Republic of Belarus.

Foreign citizens and stateless persons who do not have certificates of finishing the preparatory courses, which can prove the level of knowledge of the language in which the educational process is provided are interviewed for a decision of acceptance. The order of interviews are set by the Ministry of education. 5. Cost of training

The cost of training for foreign students in 2015/2016 academic year was $ 1250  (USA) per year.

Documents for admission:

  • application on admission;
  • document on education (original) with indicated subjects and marks;
  • valid certificates of Centralized Tests (originals);
  • medical certificate;
  • documents, confirming the applicant’s right on admission privileges;
  • 6 photos 3×4 cm;
  • certificate confirming continuous accommodation in a rural area (no less than 2 years) or contaminated area;
  • one empty envelope.

It’s necessary to render a passport or birth certificate.

All students are provided with a hall of residence.

College graduates can be admitted to take a reduced course at Brest State University named after Pushkin (Specialty 2- 010201 “Primary education”, 2- 010101 “Preschool education”, 2- 890101“Tourism and Hospitality”).

Period of studies 3 years 5 months.

The Rules of Foreign Citizens’ Admission

The admission of foreign citizens or persons without citizenship can be implemented by co-ordination with the administration of the government according to the international agreement of the Republic of Belarus.

Foreign citizens are enrolled on a contractual basis. As an international student you must pay your tuition fees.

Foreign citizens or persons without citizenship are admitted according to the results of enter examinations after finishing a preparatory course or department at a college (if any) or according to the results of colloqium defining the level of language skills of an applicant (in Russian), which must be sufficient to allow him/her to understand the syllabus.

A foreign citizen must render:

  • health certificate confirming the applicant is medically fit to study in the climatic conditions of Belarus, authenticated by the local medical organization;
  • visa for education;
  • national passport or another document identifying personality;
  • medical insurance.

All documents must be formalized according to the legislation of the Republic of Belarus.
